MINUTES OF GREAT OUSEBURN PARISH COUNCIL MEETING HELD ON WEDNESDAY 16th APRIL 2003 IN GREAT OUSEBURN VILLAGE HALL.

 

Present: Cllrs, J Gill (in the chair), B Robinson, A Burrell, R Girdham, K Scott, J Rich, D Armstrong, J Winn – Clerk and 7 members of the public.

 

Apologies: Received from Cllr W Brewis.

 

Minutes: The minutes having been circulated, were accepted as a true record of the previous meeting.  Proposed by Cllr Rich and seconded by Cllr Armstrong.

 

Matters Arising:

 

Sign on Branton Lane/Branton Close and Flashing “40” Sign:

The clerk reported that Mrs Greenwood had contacted her regarding the positioning of these sign’s.  The Cllr’s assured the clerk it would not be near Mrs Greenwood’s house.  Clerk to respond.

 

Correspondence:

 

Countryside Agency/Parish Plan:

Cllr Scott has this in hand and will complete all paperwork for the grant.  Cllr Gill thanked the other councillor’s for their hard work in compiling the parish plan.  Cllr Rich reported that they had already received a good response from this.

 

Allotment – Mr Meek:

A letter had been received from Mr Meek asking if he could purchase his allotment at the bottom of his garden.  The clerk had received a fax from YLCA regarding Allotment Law on sale of allotments; the PC has an obligation to provide allotments.  Cllr Gill advised the PC not to sell the allotment. Proposed by Cllr Burrell and seconded by Cllr Armstrong.  Clerk to write.

 

HBC-Local Plan review/joint village hall strategy:

Cllr Burell to pass on to village hall committee.

 

Football Club:

David Dwight and 1 member of the football club attended the meeting  - he thanked the PC for the provision of facilities.  However the floodlight’s had not worked at the village hall and this had meant the FC had to find another training ground in the winter month’s and therefore had cost them £450 in travelling expenses.  They do however, want to stay at G.O. but would prefer not to give a bond next year.  Cllr Gill reported that the floodlight’s had proved to be difficult with wiring etc. and could not be promised to be fixed for next year he agreed that the PC would look at the bond for next year as and when the re-seeding had been completed for this year.  The football club were asked to avoid training on Tuesday’s, as this was the Youth Club night in the village hall.  Cllr Gill and Cllr Scott will meet D Dwight and other member’s if there are problems with anything.  Clerk to write and confirm.

Transport Grant:

Cllr Armstrong reported that she had attended the meeting regarding the Transport Grant and the Night Bus on Saturday’s into Harrogate, it was suggested at that meeting that if the 7 parishes who attended the meeting all give £1,000 of their allocated transport grant towards the running of this bus, this would keep the cost down.  Cllr Scott reported that one of the transport questions raised in the parish plan was the link to Cattal Station.  Cllr Robinson suggested we ask other parishes if they were going to provide for this night bus. Clerk to do.

2.Crown Inn: Single storey extension, pergola, marking out car park bays – No PC objections.

3.Rosehill: Conservation area/demolition of garage to front boundary wall, erection of replacement building with raised roof height, 6 roof lights and integral alterations – The PC object’s on the grounds  - the demolition of the road-side barn wall holds an important, historic, visual amenity to the village green, it is one of the few original buildings left in Great Ouseburn and the PC feel it could not be constructed in the original manner.

Neighbourhood Watch:

The fish van had been spotted in Great Ouseburn again, the Police had been informed.

 

A.O.B.:

A member of the public reported that the roadside verge towards Fishpond Bridge was dangerous as there was a dip in the road.  Clerk to contact highways regarding this matter and also Burn Beck, Pipers Lane and hole in road outside Lightmyre Cottage.

 

 

                                                                                                                       

2 Allotments are owned by G.O. PC at Burn Beck, Cllr Gill reported 1 was offered to NYCC for road improvements here and Mr Barton of Hundayfield Farm was keeping 1 tidy.

 

Cllr Gill reported he had, had a meeting with Cllr Wilson, Police and NYCC regarding the traffic problems on B6265, NYCC are setting on a group of consultants to look at the whole length of the road from Boroughbridge to Green Hammerton and would make their findings public knowledge.

 

Cllr Armstrong stated that the bus timetable received was incorrect.  New ones would be issued as soon as available.

 

The date of the next meeting will be Tuesday 13th May at 7.30pm – venue to be confirmed.  This meeting will also be the PC AGM and the annual parish assembly.

 

There being no further business the meeting closed at 8.35 pm.
