Minutes of
a meeting of the Parish Council held on Wednesday 15th March 2006 at
7.30 p.m.
in the Village Hall, Great Ouseburn.
Present: Mr K Scott (Chairman), Mrs J
Burton, Mrs R Girdham, Mrs R Kay and
Mr M Rampling.

Apologies for absence were
received from Cllr Paul Thompson and Cllr Chris Lewis (Harrogate Borough
Council).
2006.34
Declarations of Interest.
2006.34.1 All Parish Councillors, as
Trustees of the Village Hall, declared a personal interest in items relating to
the Village Hall.
2006.34.2 Cllr Keith
Scott declared a personal interest in item 2006.38.1.
2006.35
Minutes of the previous meeting held on
Wednesday 15th February 2006 having
previously been circulated were approved and signed by the Chairman as a
correct record.
2006.36
Progress Reports.
2006.36.1 Land at
Carrside Road (minute 2006.23 refers).
The developer of this site is Accent Housing, who is proposing to build
three ‘dormer bungalow’ style shared ownership properties on the garages site.
The Chairman reported that, together with other members of the Council and
residents of Carrside Road, he had attended a meeting with representatives of
Accent Housing at the site earlier that evening. Various concerns about the possible development of the site had
been raised and it had been agreed that Accent Housing would liaise with the
Parish Council in the future in developing their plans further.
2006.36.2 Adoption
of Moor Lane (minute 2006.24.1 refers).
The Clerk reported that this matter is still with North Yorkshire County
Council’s legal department.
2006.36.3 Damage to
wall at junction of Boat Lane and Main Street (minute 2006.24.2 refers). The Clerk reported that she understood that
North Yorkshire County Council accepted that the wall was their responsibility
and that repairs would therefore be carried out in due course.
2006.36.4 Tree
Preservation Order, Church Field Lane (minute 2006.10 refers). The request for tree preservation orders to
be placed on the lime trees planted in memory of Judge Stanley-Price had been
refused, because the planning officer did not consider that the trees were
under any threat at present. However,
should circumstances alter, it would be possible to reapply. The age of the trees was not a major
consideration.
2006.36.5 Car
Parking at Cattal Station (minute 2006.15.8 refers). The Clerk reported that Mr Andrew Easson, the Policy Support
Officer (Rail) at North Yorkshire County Council, had written to say that the
matter is currently the subject of discussion between NYCC, Network Rail and
Northern Rail.
2006.37
Planning decisions notified by Harrogate Borough
Council. The following
decision was notified by the Borough Council:
2006.37.1 Box Tree
Cottages, Carr Side Road, Great Ouseburn.
Erection of two storey rear extension.
Granted subject to conditions.
2006.38
Planning applications.
2006.38.1 Land
comprising OS field nos 0050 & 0029, Church Field Lane, Great
Ouseburn. Erection of agricultural
barn, for use as hay/straw storage, sheep lambing area and machinery storage. The meeting was briefly adjourned to take
contributions from members of the public, and concerns were expressed about the
size of the proposed building and its possible future use. After further discussion the Parish Council
decided to object to the proposal because it would have a significant visual
impact on the character and appearance of the area. There are no sheep on the land at present and so there is no
proven current need for the building.

Reports from the Clerk.
2006.39.1 Flytipping
on Cross Lane. More car tyres have been
dumped on the lane, and some tyres have now appeared on Pipers Lane. Harrogate Borough Council has been asked to
remove them.
2006.40
Basketball Court.
It was noted that the grant application to the Rural Target
Fund had been successful, and that all funding was therefore in place for this
project. It was agreed that the
protective fencing should be extended, and that the Clerk be delegated, in
consultation with Cllr Rachel Kay, to finalise all the contracts from the
quotes received and get the project under way.
2006.41
Condition of roads and pavements. It was noted that the condition of repair of
the roads and pavements in the parish had deteriorated. The Highways Authority has confirmed that
the footway surfacing in Main Street is programmed for later this year. The road surface will be inspected, and
repairs to the worst areas would be made.
The Clerk to remind the Highways Authority of the programme of works
agreed following the meeting with the Divisional Engineer on 6th
April 2005.
2006.42
30mph sign, Carrside Road. It was resolved to request the Highways
Authority to replace this sign, due to its poor condition.
2006.43
Insurance.
The current insured values of the Council’s assets were noted, and it
was resolved to obtain up to date valuations in order to reduce insurance
costs.

2006.46.1 Village
Hall Committee. No
report. It was agreed that the Village
Hall minutes should be circulated amongst Parish Councillors by email, instead
of via the correspondence file.
2006.46.2 Youth
Forum. No report.
2006.46.3 Police
Liaison Group. The minutes of the
meeting held on Monday 6th March were noted. With effect from 3rd April there
would be a change of boundaries for the Neighbourhood Policing Teams – with the
Ouseburns being policed from Knaresborough instead of Boroughbridge. It was agreed that the new Neighbourhood
Police Officer should be invited to a future Parish Council meeting.
2006.47
Matters for inclusion on the next Agenda. Enforcement of the speed limits,
condition of the roads, tipping and the possible damage being caused to trees
by the travellers’ ponies.
2006.48
Date and Time of next meeting. It was confirmed that the next meeting of
the Council would be held on Wednesday 19th April 2006 at 7.30 p.m. in the
Village Hall, Great Ouseburn.
There being no further
business, the meeting closed at 8.20 p.m.
