MINUTES OF GREAT OUSEBURN PARISH COUNCIL MEETING HELD ON WEDNESDAY 26th NOVEMBER 2003 IN GREAT OUSEBURN VILLAGE HALL.

Present: Cllrs, J Gill (in the chair), B Robinson, A Burrell, R Girdham, K Scott, J Rich, Cllr C Lewis, J Winn – Clerk and 8 members of the public.

 

Apologies: Cllr’s W Brewis & D Armstrong

 

Minutes: The minutes having been circulated, were accepted as a true record of the previous meeting.  Proposed by Cllr Girdham and seconded by Cllr Burrell.

 

Matters Arising:

Registering Village Green:

More letters of support for the registering process were given to the clerk.  Clerk to register when Cllrs Robinson, Scott and Gill have checked the map.

 

Drainage – Ousegill Beck:

Cllr Gill reported that work had been carried out on the beck and the water level had reduced.  Clerk to write letter of thanks to Marston Moor Drainage Board and Cllr Bowyer.

 

Trees/Kerbs:

The clerk reported that a letter had been received from C Craven, NYCC regarding the various tree issues raised.  C Craven will contact the PC again when he has received the information regarding ownership and has commissioned a report for the row of lime trees on Branton Lane.  Cllrs to meet with C Craven when this is complete to discuss findings and the questioning of kerbing in the village.

 

Speed Limit – Branton:

The clerk reported that following the previous meeting a request had been sent to NYCC Highways asking that the speed limit be reduced to 30mph through the Branton area of the village.  NYCC had replied that due to various issues it would have to go on a list of traffic matters awaiting investigation.  Cllr Lewis suggested that one of the councillors go to the NYCC area committee meeting and ask this be looked at as a matter of urgency.  Cllr Rich reported that the biggest offenders of speeding traffic through Branton were the buses.  Clerk to write to ARRIVA and cc. Clive Hopkinson at County Hall.  Cllr Girdham to let clerk have survey of traffic problems produced from the parish plan.

 

Doctors:

Green Hammerton and Boroughbridge Doctors still attend the village hall every Thursday.  Cllr Scott to look at putting phone line into hall to help with surgeries and for other uses.  PC to pay quarterly rental proposed by Cllr Burrell and seconded by Cllr Girdham.

 

Library:

The clerk reported that following a request for the Library to stop at the old people’s bungalows, she had been in contact with Karen Bullock at NYCC, Library Services and the crew had looked at the possibility of stopping here.  However, they had

reported back that there was insufficient time to make another stop while on this run.  Karen Bullock did say that the Library Service was due to be looked at and a review of all stops would take place and she would ask that this stop be taken into consideration when the review was held.

 

Cyclists:

The clerk reported that a letter had been received from Boroughbridge Police regarding the dangers that cyclists cause on the B6265 and had been given a name and address of Knaresborough Cycling Club, however it was felt that it was numerous clubs not just one.  Clerk to write again to Police Headquarters at Newby Wiske.

 

Correspondence:

NYCC – B6265:

A letter had been received from NYCC-Highways regarding the upgrading of the B6265.  Work will take place this financial year.

 

Audit Commission Survey:

Completed.  Clerk to return.

 

Ouseburn-Cricket Club:

A letter had been received from the cricket club asking for some commuted sums money to pay for various works done on the cricket pitch.  Cllr Gill to ask for receipts and then clerk to apply to HBC for money.  Proposed by Cllr Burrell and seconded by Cllr Rich.

 

Broadband:

Cllr Scott reported that following the parish plan survey numerous households in the village would like to be connected to Broadband.  An aerial of 15 mtrs would need to be erected.  Cllr Scott to look at siting this.  Proposed by Cllr Girdham and seconded by Cllr Rich.

No meeting had taken place.  All on course for launch in March.                                                                       

Sub-committee – Sports:

No meeting had taken place.

 

Sub-Committee- Footpaths:

No meeting had taken place.

 

Sub-Committee-Transport:

Village Road Safety Scheme money would be requested for signs and maybe, depending on cost, rumble strips.  PC asked to put some money in - £1,000 agreed.  Proposed by Cllr Burell and seconded by Cllr Scott.  More volunteers required for this committee.

 

Youth Forum:

No Report.

 

Village Hall:

No Report.

 

Neighbourhood Watch:

P Naylor reported that there had been 3 instances of theft in the village.

 

A.O.B.:

Bricks outside the crown were a hazard and should be lit.  Cllr Gill to speak to owners and inform clerk if any further action should be taken.

 

Cllr Gill thanked other councillors and M Rampling for their hard work in completing the pond on Pipers Lane.

 

Seggans Road Sign – Broken.  Clerk to report.

 

Tom Lane – Light out.  Clerk to report.

 

Strip of land at side of village hall – Clerk to put on next agenda.

 

Cattal Station – Parking:  Clerk to write to J Burton at HBC and ask that this be upgraded.

 

The date of the next meeting will be Wednesday 14th January at 7.30pm in the village hall.
