GREAT OUSEBURN PARISH COUNCIL

 

Minutes of a meeting of the Parish Council held on Wednesday 17th October 2007 at 7.30 p.m.
in the Village Hall, Great Ouseburn.

 

Present:                       Mr K Scott (Chairman), Mrs J Burton, Mr M Rampling, Mr B Robinson
and Mr R White.

In Attendance:              Mrs Z Hopps.

Also present was one member of the public.

 

2007.145    Apologies for absence were received from Cllr R Kay and Cllr L Paterson.

2007.146    Declarations of Interest.

2007.146.1      All Parish Councillors, as Trustees of the Village Hall, declared a personal interest in the Village Hall.

2007.147    Minutes of the previous meeting held on Wednesday 17th September 2007 having been previously circulated were approved and signed by the Chairman as a correct record.

2007.148    Progress Reports.

2007.148.1      Village Design Statement (minute 2007.129.1 refers).  The questionnaire is being finalised and will be printed shortly.

2007.148.2      Use of Aldwark Manor footbridge (minute 2007.129.2 refers).  No report.

2007.148.3      Adoption of Moor Lane (minute 2007.129.9 refers).  No report.

2007.148.4      Dog Fouling (minute 2007.122 refers).  Correspondence on the subject was noted.

2007.149    Planning decisions notified by Harrogate Borough Council.  No planning decisions advised.

2007.150    Planning applications.

2007.150.1      Wingate Cottage, Main Street, Great Ouseburn.  Listed building application for erection of single storey rear extension and 1.8m high boundary wall.  No objections.

2007.150.2      Moor Farm, Moor Lane.  Change of use of Agricultural Building.  This application now amended so that vehicles carrying waste would arrive and leave via the A168.  Concerns were raised about the cost implications for the Parish Council, as this section of Moor Lane is in poor repair.  As the Parish Council is trying to get Moor Lane adopted by the Highways Authority (see 2007.148.3 above) it was agreed that this application should be referred to NYCC’s legal department for their comments.

2007.151    Questions from Councillors.

2007.151.1      The Clerk was asked to report to the next meeting with an update on the new development at Carrside Road.

2007.151.2      The Clerk was asked about the current situation at Lyndlea, and it was agreed that a report should be made to the next meeting.

2007.152    Proposed Waste Site at Allerton Quarry.  The Clerk advised that she had no further information at the present time.

2007.153    Commuted Sums.  It was noted that commuted sums funds had been approved for the bench installed earlier in the year at Boat Lane.  Other approved commuted sums expenditure included £200 for the Ure Valley Interpretation Sign and £200 for works in the churchyard.

2007.154    Wall near junction of Boat Lane and Main Street.  The present poor condition of the wall was noted.  The Clerk informed members that the landowner was aware of the Parish Council’s concerns and it was agreed that no further action was required.

2007.155    Playground Inspection Report.  The results of the report were noted and it was agreed that the manufacturers of the roundabout should be contacted to arrange to repair the seat.  Mr Gill offered to remove the vegetation growing on the safety surfaces.

2007.156    Condition of Cherry Tree on the Village Green.  The damage to the tree from passing vehicles was noted.  The Clerk to contact the relevant authority to arrange for the tree to be suitably pruned.

2007.157    Daffodil Bulbs.  It was noted that some more daffodil bulbs have been given to the Parish Council by Harrogate Borough Council, and it was agreed that they should be planted at Branton.  Cllr Rampling to arrange.

2007.158    Village Road Safety Scheme.  It was agreed that the project for funding in 2008/9 should be the construction of a proper footpath across the corner of the village green from Branton Lane to the Village Hall.

2007.159    Youth Forum/Senior Citizens’ Christmas Party.  A request for a donation towards the cost of this annual event was considered, and it was resolved to donate £250.

2007.160    Village Hall Sound System.  Estimates of the costs of a new sound system were considered and it was agreed to accept the price from CPC.  The proposal for a donation from the Village Hall Committee towards these costs was agreed.

2007.161    Harrogate District Transport Forum.  An invitation to join the forum was considered and was agreed (fee of £20).  The Clerk to contact the Forum with the Parish Council’s concerns over parking at Cattal and the fact that there are no direct bus routes to Harrogate.  Cllr Burton agreed to attend meetings (twice yearly) on behalf of the Parish Council.

2007.162    Statement of accounts for the period 1st April 2007 – 16th October 2007.  The statement of accounts for the current year and the following payments were approved (copy appended to the minutes).

The Clerk advised that she had still not received the estimated costs of repairs to the tractor used to mow the playing field – this matter deferred until such estimates were available.

2007.163    Parish Precept 2007/8.  A preliminary discussion took place regarding new proposals for items of expenditure to be included in the precept to be demanded for 2007/8.  The final budget to be approved by the end of the year.

2007.164    Correspondence received.

2007.164.1      Harrogate Borough Council – offer of a talk on recycling.  Not required.

2007.164.2      North Yorkshire County Council – Vehicle Activated Sign policy.  To be circulated.

2007.164.3      defra – Ways to Tackle Climate Change booklet.  To be circulated.

2007.164.4      Notes of Group 2 Parish Consultation Meeting – 3rd October.  To be circulated.

2007.164.5      YRCC Annual Accounts 2006-7.  To be circulated.

2007.165    Reports from representatives.

2007.165.1      Village Hall Committee.  Building Regulations permission is being applied for regarding the extension, with work to start in 2008.  Fund raising is going well.

2007.165.2      Youth Forum.  There is a Spooky Halloween Disco on 30th October.

2007.165.3      Police Liaison Group.  No report.  Cllr White to attend future meetings.

2007.165.4      Yore Vision.  Cllr Scott it collating information for the interpretation board to be erected outside the Village Hall.

2007.166    Matters for inclusion on the next Agenda.

2007.166.1      The installation of a commemorative plaque on the new shelter on the Village Green.

2007.167    Date and Time of next meeting.  It was confirmed that the next meeting of the Council would be held on Wednesday 21st November at 7.30 p.m. in the Village Hall, Great Ouseburn.

There being no further business, the meeting closed at 9.40 p.m.
