MINUTES
OF GREAT OUSEBURN PARISH COUNCIL MEETING HELD ON WEDNESDAY 24th
SEPTEMBER 2003 IN GREAT OUSEBURN VILLAGE HALL.
Present: Cllrs, J Gill
(in the chair), B Robinson, A Burrell, R Girdham, K Scott, J Rich, D Armstrong,
J Winn – Clerk, Cllr W Brewis and 10 members of the public.
Apologies: Cllr C Lewis
Minutes: The minutes having been circulated, were accepted as
a true record of the previous meeting.
Proposed by Cllr Girdham and seconded by Cllr Armstrong.
Matters Arising:
Mooring/Free
Landing:
Work
was still ongoing here. A further
meeting was required with Mr Matthews and the head green keeper from Aldwark
Manor Hotel. Clerk to arrange. The
Clerk reported a letter had been received from Aldwark Bridge Ltd stating that
the fence that needed to be removed could be done so by the PC. Clerk to reply to letter suggesting a
meeting to define the new boundary of the Toll House garden before a new fence
was erected. The clerk reported she had
2 people on the waiting list for moorings so it would be in the interest of the
PC to develop this site.
Registering
Village Green:
The
Clerk reported that a reply had been received from NYCC stating that in order
to register the grass areas on Branton Green and Pipers Lane Pond they would
need written evidence in the form of letter and statements from local residents
to provide further details of the activities that have taken place on the
land. Cllrs Gill, Scott and Rich to
obtain from residents and let clerk have to respond.
Recycling:
Kerbside
trails now in place in the parish.
First collection 24th October 2003.
Housing:
Cllr
Armstrong gave a report on housing development in the village. No action
required.
Play-area
– Village Hall:
Cllr
Gill met with the chairman of the village hall committee to discuss the
requirements. Doug Child had obtained quotes for more fencing panels for this
area. Grant aid should be available for
this project. The village hall would
enter into an agreement with the PC for the playarea similar to the ones currently
in place for the football teams.
Drainage
– Ousegill Beck:
Cllr
Gill reported there is still a huge problem with the amount of stagnant water
in the beck. He had spoken to the board
this week and was finding it increasingly difficult to get work done here. Cllr Scott also reported that a resident of
Little Ouseburn was also very unhappy about the situation. Clerk to write to The Governors of Marston
Moor Drainage Board.

Rosehill
– Planning:
Following
the PC’s letter to HBC regarding their dissatisfaction at the approval of the
planning permission. HBC had replied
that they were unable to monitor planning consents once they had been
approved. Councillors to keep clerk
informed of developments and clerk to keep in touch with HBC.
Correspondence:
Playing
Fields:
Cllr
Gill reported that more land would be purchased for the playing fields. Clerk to put on next meetings Agenda for
discussion.
Pipers
Lane:
Cllr
Gill reported that this had been sprayed off and NYCC just needed to finish
their work here.
Garden
Bonfires:
Cllr
Gill reported that complaints had been received from residents following a
number of garden bonfires in the village.
HBC can send a standard letter asking residents to be more courteous if
they are informed of the addresses and time of day of the bonfires.
Kerbs:
Cllr
Gill asked the clerk to contact NYCC regarding the placement of kerb
stones/granite setts in the village.
Trees
– Village:
Cllr
Gill reported that following a letter from NYCC about two trees near Springfield
Farmhouse on Main Street he had met with Chris Craven from NYCC and it was
clear these trees were in the wrong place.
Clerk to speak to HBC – Technical services to see about removal of one
of them.
Green
Bags – Garden Waste:
Green
bags would now be available from Cllr Armstrong Tel:- 339336 for Garden waste
that HBC would remove. There will be a
charge for these bags, which would be a contra through the PC’s accounts.
Letter
from D Armstrong re Older Persons Link:
A
letter had been received from D Armstrong stating her intention to step down
from this position. Cllr Gill thanked
her for all her work.
Agenda
from Lower Nidd Comm. Minibus Scheme:

Girdham to attend.
Yorkshire
Wildlife Trust – Dunsforth Carr:
Cllr
Scott reported that following a footpath meeting it had been brought to his
attention of the intention to re-instate the footpath around Dunsforth Carrs
Nature Reserve. Clerk to write letter
in support of their application for funding.

Agency – Mapping Process:
The
clerk reported that the mapping process for this area was now at the
provisional mapping stage. The only
area of common land held by the parish is the free landing at Aldwark Bridge.

decisions:

The Poplars – Branton
Green – Various alterations to existing house and conversion of outbuilding –
Refused subsequently withdrawn. TPO on large tree in corner of garden now in
place.
2.
The Bungalow – Branton
Green – Erection of dormer window – Passed with conditions.
3.
Greenacres –
Boroughbridge Road – Deletion of condition to allow non-agricultural occupancy
of dwelling – Refused.
Applications:
1. NYCC
– Removal of 2 no. 3m sections & 1 no. 15.8m section of Hawthorne Hedge along SW boundary of OS field
1257, Branton Green – The PC supports the application.
2. Well
Farm, Main Street – Renovation of retaining wall and formation of protective
structure to existing well and listed building application for rebuilding of
front retaining wall and works to well in joint boundary with the Orchards
including new brick well wall, repositioning of tap and pipework and clay tile
roof – The PC supports the application.

Sub-Committee
– Sports:
No
meeting had taken place.
Sub-Committee-
Footpaths:
Cllr
Scott reported Dunsforth Carrs – see item under correspondence.
Sub-Committee-Transport:
Cllr
Girdham reported that a meeting had been held last week and lots of things were
in the pipeline.
Youth Forum:
The
people who run the Youth Forum attended the meeting to ask the PC for their
help in that they are clashing with the Football Club and are finding it
increasing difficult to watch the youths.
Cllr Gill to arrange meeting with Football Club as soon as possible.
Village Hall:
Annual
return given to Doug Child for completion.
A number of instances of vandalism were reported to the PC, new locks
are required for the hall – Doug Child to look into.
Neighbourhood Watch:
Cllr
Gill reported 1 walk in, in early evening.
Cllr Gill reiterated how important it was to get any suspicious cars
number plates in full and report to police as soon as possible.
Older Persons Reference Group:
Cllr
Armstrong reported that the Bungalow Bash had been a tremendous success.
A.O.B.:
Cllr Gill to write letter
of condolence following the death of Rev, Jill Newham.
14 The Bungalows not
getting hedges cut – Clerk to speak to NYCC – Highways.
Street Light on Branton
Close still out – Clerk to report again.
Clerk to ask NYCC –
Highways to re-line the junction at Boat Hill corner and for a litter bin next
to the bench here.
Graffiti on wall on Tommy
Lane and 30mph speed sign on Chruch Field Lane clerk to ask NYCC – Highways to
remove.
Parish precept received -
next meetings Agenda.
The date of the next
meeting will be Wednesday 22nd October at 7.30pm in the village hall.
