GREAT OUSEBURN PARISH COUNCIL

 

Minutes of a Special meeting of the Parish Council held on Wednesday 30th August 2006 at 7.30 p.m.
in the Village Hall, Great Ouseburn.

Present:                       Mr K Scott (Chairman), Mrs J Burton, Mrs R Kay, Mr L Paterson, Mr M Rampling and Mr B Robinson.

In Attendance:              Mrs Z Hopps.

Also present were 22 members of the public.

 

2006.135    Apologies for absence were received from Cllr R Girdham and Cllr Chris Lewis (HBC).

2006.136    Declarations of Interest.

2006.136.1    All Parish Councillors, as Trustees of the Village Hall, declared a personal interest in the Village Hall.

2006.137    Minutes of the previous meeting held on Wednesday 19th July 2006 having been previously circulated were approved and signed by the Chairman as a correct record, who clarified that the Village Hall extension mentioned in minute 2006.132.1 was intended for all users of the Village Hall, not just the cricket club.

2006.138    Planning applications.

2006.138.1    Briar Cottage, Main Street, Great Ouseburn.  Erection of single storey rear extension.  The Parish Council responded with Option C, making observations about possible problems with access to the rear of the property, as the proposed extension would take up the full width of the property.  Concerns were also expressed over the visual impact of the new extension.

2006.138.2    Land Comprising OS Field nos. 0050 & 0029 Church Field Lane, Great Ouseburn.  Erection of equestrian centre to include stables, siting of log cabin for use as temporary dwelling, formation of outdoor riding arena, 2 wildlife ponds, installation of package treatment plant and associated landscaping (revised scheme).

Cllr Scott declared a personal interest in this item.  Cllr Paterson declared a prejudicial interest in this item and left the room.

The Chairman outlined the main features of the application and explained how it differed from the previous application in its point of access and in the sizes of the structures.
Concerns were raised over the expected volumes of traffic through the village that this development would generate, and also over the safety/visibility of the proposed access point on Boat Lane.  The proposal that the drainage overflow would enter the river at the open access land (which the Parish Council has planning permission to develop into an amenity/recreation area) was also considered to create a difficulty.

At this point the meeting was adjourned to allow members of the public to speak.  After everyone who wished to speak had done so, the Chairman thanked everyone for his or her contributions to the debate and reconvened the meeting.

Some further discussions followed regarding the various matters raised, including the safety of the proposed access, the general impact on the landscape and the traffic volumes in and around the village.  The matter went to a vote and it was resolved that the response to Harrogate Borough Council should be Option A – the Parish Council objects to the application.

Cllr Paterson rejoined the meeting.

2006.139    Matters for inclusion on the next Agenda.  The Village Design Statement, the Accent Housing development on Carrside Lane and Wayside Cottage all to be discussed.

2006.140    Date and Time of next meeting.  It was confirmed that the next meeting of the Council would be held on Wednesday 20th September 2006 at 7.30 p.m. in the Village Hall, Great Ouseburn.

 

There being no further business, the meeting closed at 8.45 p.m.
