Minutes of
a meeting of the Parish Council held on Wednesday 15th February 2006
at 7.30 p.m.
in the Village Hall, Great Ouseburn.

Councillors, as Trustees of the Village Hall, declared a personal interest in items
relating to the Village Hall.

Quiet Lanes Initiative (minute 2006.13 refers). Mr Ken Major, the Improvement Manager at the
Highways Authority, Starbeck, had confirmed that this would be included in the
scheme priority list for next year. The
Clerk confirmed that she would continue to liaise with the Highways Authority
on this.

Oak Tree Cottage, formerly Wayside Cottage (minute
5.5/12/05 refers). All discussions
regarding this item dealt with under item 26.3 below.

Basketball Court (minute 5.3/12/05 refers). The Clerk reported that a grant of £5,000 had
been confirmed from Biffaward, and that the grant application to the Rural
Target Fund for the balance had been submitted.
That decision would be known in March, and this project could then get
underway.

Recycling facility at the Crown Inn. A copy of a letter from Harrogate Borough
Council to the Crown Inn clarifying the situation regarding the recycling
facility had been received, and publicity given in the newsletter.

Planning applications.

St Mary’s Vicarage, Great Ouseburn. Erection of 1 detached dwelling and double
garage with new vehicular access. The
Parish Council objected to this application on the grounds that the proposed
building is out of character with other buildings in the Conservation Area,
with particular reference to the height and pitch of the roof. There were also concerns about the retention
of the wall at the front and the restricted view of the road on exit.

Wayside, Carrside, Great Ouseburn. Erection of two storey side extension, single
storey front conservatory, single storey rear extension and formation of new
access.
The Clerk advised members that the guidance from HBC on whether any declaration
of interest was required on this matter was that none was required. However it should be minuted that the Parish Council
has a financial interest in that it benefits if the result of the application
is an increase in the value of the land that formed the old allotment
garden. The Clerk advised members on the
possible costs involved in obtaining a valuation under the terms of the
Transfer Deed on the old allotment garden, which were noted. No further action to be taken on this until
such time as planning permission has been granted on the property.
After considering the planning application the Parish Council objected to the
application on the grounds that the proposal more than doubled the footprint of
the building. The front elevation in
particular was too massive and out of character with the other properties on
Carrside.
At this point Cllr Kay left the meeting.

Cllr Kay rejoined the meeting.

Village Hall Car Park. The bill for resurfacing the car
park had gone up from the original quotation of
£8,000 plus VAT to £10,700 plus VAT.
This was partly due to some unexpected work required on the drains and
partly due to an increase in the area resurfaced, agreed by the Village Hall
Committee. They requested that the
Parish Council accept a donation of 50% of the cost from Village Hall funds
(i.e. an increase of £1,350 in the cost to the Parish Council). It was noted that a grant of £300 had been
received from North Yorkshire County Council for this work, and after some
discussion the matter was put to a vote, and it was resolved to accept the
proposal.

Dunsforth Carrs. The Clerk had responded
with copies of correspondence with the Yorkshire Wildlife Trust and had
clarified the location of the parish boundary within the site.

Date and Time of next meeting. It was confirmed that the next meeting of the
Council will be held on Wednesday 15th March 2006 at 7.30 p.m. in the
Village Hall, Great Ouseburn.
