GREAT OUSEBURN PARISH COUNCIL

 

Minutes of a meeting of the Parish Council held on Wednesday 18th October 2006 at 7.30 p.m.
in the Village Hall, Great Ouseburn.

Present:                       Mr K Scott (Chairman), Mrs J Burton, Mrs R Girdham, Mrs R Kay, Mr L Paterson, Mr M Rampling and Mr B Robinson.

In Attendance:              Mrs Z Hopps.

Also present were four members of the public.

 

2006.158    Apologies for absence.  Cllr Chris Lewis (HBC).

2006.159    Declarations of Interest.  All Parish Councillors, as Trustees of the Village Hall, declared a personal interest in the Village Hall.

2006.160    Minutes of the previous meeting held on Wednesday 20th September 2006 having been previously circulated were approved and signed by the Chairman as a correct record.

2006.161     Progress Reports.

2006.161.1    Adoption of Moor Lane (minute 2006.144.2 refers).  The Chairman informed members that he and the Clerk had attended a meeting with North Yorkshire County Council representatives on 13th October.  The full background to the Parish Council’s case for having the road adopted was explained, and he expects a response from them in about two weeks’ time.

2006.161.2    Basketball court (minute 2006.144.1 refers).  The work is due to start as soon as weather permits.  All the equipment has now been delivered.

2006.161.3    Village Design Statement (minute 2006.148 refers).  Cllr Paterson reported that he had received an encouraging response to the request for volunteers, although he would still like further input from younger residents.  Further guidance is being sought about how to get the VDS adopted as material guidance by Harrogate Borough Council’s planning department.

2006.161.4    Oak Tree Cottage (formerly Wayside) (minute 2006.151 refers).  The Clerk reported that the owner of the property has indicated that his plans have now changed, and that he will be submitted a further planning application in due course.  He was not averse to the suggestion of making a donation in order to avoid the cost of surveyor’s fees.

2006.161.5    Pond on land at Branton Green (minute 2006.101.2 refers).  The contents of a letter from the owners of the pond were read out, and no further action was deemed necessary.

2006.161.6    Parish Consultation Meeting 4th October 2006 (minute 2006.152 refers).  Cllr Rampling reported on the responses to the Parish Council’s questions.

2006.161.7    Trees on Branton Avenue (minute 2006.144.4 refers).  The Clerk reported that she had asked North Yorkshire County Council for a copy of the maintenance plan.

2006.161.8    Extension of footpath from Low Moor Lane, Dunsforth (minute 2006.144.6 refers).  The Chairman informed members that it had not been possible to obtain the agreement of all the landowners, so the scheme would not be going ahead.  It was agreed to contact the new owners of Aldwark Manor to discuss the possibility of using the footbridge, and to contact the Highways Department about the verges on Boat Lane.

2006.161.9    Registration of Village Green (minute 2006.85 refers).  The Clerk reported that she had been informed that the application had been approved at a recent Rights of Way sub-committee meeting.

2006.162    Planning decisions notified by Harrogate Borough Council.   The following decisions had been notified by the Borough Council:

2006.162.1    Briar Cottage, Main Street, Great Ouseburn.  Erection of single storey rear extension.  Granted subject to conditions.

2006.163    Planning Applications.

2006.163.1    4 Branton Lane, Great Ouseburn.  Formation of vehicular access and creation of hardstanding.  The Parish Council had no objections.

2006.164    New Playing Field.  The Chairman reported that he and several other Parish Councillors had met informally with the owners of the land off Carrside Road, and that they seemed amenable to the idea of leasing land to the Parish Council for use as a playing field.  They have additional plans for land use, and it was resolved to contact Harrogate Borough Council to discuss the possibility of affordable housing being built on the site.

2006.165    Village Road Safety Schemes 2007- 8.  It was agreed that a further proposal for funding a vehicle-activated sign should be put forward to add to the carried-forward budget from last year.

2006.166    Various Highway Matters.  The following replies had been received on the issued raised with Highways:

2006.166.1    Moving the 30mph speed limit sign on Carr Side Road.  Unfortunately this scheme has not been put forward for inclusion on the Traffic Matters Under Investigation list.  It will now be included on the list to be presented to members of North Yorkshire County Council in November.

2006.166.2    New section of footpath near Village Hall.  The scheme is on the current reserve list for the Capital Programme (number 100 out of 140) – it will be some time before it is likely to receive funding.

2006.166.3    Quiet Lanes.  Again this will be included on the list for review in November.

2006.166.4    Repairs to roadway at Branton.  Works to carry out permanent carriageway patching will be carried out within the next few months.

2006.166.5    Dropped kerb onto Pipers Lane.  This will be included in this year’s work and is likely to be carried out between January and March 2007.

2006.166.6    Improvement of junction of B6265 and Broad Gate.  This is again on the Reserve List and is approximately 80th out of the 140 or so schemes.

2006.167    Bus Shelter.  To be discussed at the next meeting.

2006.168    Statement of accounts for the period 1st April 2006 – 17th October 2006.  The statement of accounts for the current year and the following payments were approved (copy appended to the minutes).  The quotation of £55 for the Children’s Playground inspection was also approved.

2006.169    Correspondence received.

2006.169.1    NYCC – Minerals and Waste Development Framework.  To be circulated.

2006.169.2    Standards Sub-Committee minutes from 6th September.  To be circulated.

2006.169.3    Biffawards Annual Report 2005-6.  To be circulated.

2006.169.4    Harrogate Borough Council – launch of new policies for Open Spaces and Village Halls – meetings on 1st November and 28th November. To be forwarded to the Village Hall Committee.

2006.169.5    Harrogate Area/Ripon Council for Voluntary Services – newsletters.  To be circulated.

2006.169.6    NY Times.  To be circulated.

2006.170    Reports from representatives.

2006.170.1    Village Hall Committee.  The recent dance was very successful.

2006.170.2    Youth Forum.   Continues to thrive.

2006.170.3    Police Liaison Group.  At the meeting in September the crime figures for the year to date for the Ouseburn ward showed that out of 35 crimes overall, 12 were autocrimes, 14 were for burglary or theft, and 4 were violent crimes.

2006.171    Matters for Inclusion in the next Agenda included problems with the skip outside Vine House, the drains down Well Lane and outside the school, and overhanging trees o Church Field Lane and Lightmire Lane.

2006.172    Date and Time of next meeting.  It was confirmed that the next meeting of the Council would be held on Wednesday 15th November 2006 at 7.30 p.m. in the Village Hall, Great Ouseburn.

There being no further business, the meeting closed at 8.45 p.m.
